5. These were promulgated in response to a population birth peak, to help to reduce the population growth rate. They were formulated to encourage the use of contraception, later marriages and later childbearing, strictly control early marriage, early births and births outside marriage, and provide awards and incentives such as insurance for those who have one child only.
